Your people already use AI, just not yours. That is at once your biggest risk and your best argument. The usefulness is proven; what is missing is visibility, security and a rollout to everyone. This is how you make the case for switching.
According to the 2024 Microsoft and LinkedIn Work Trend Index, 75% of knowledge workers use AI at work, and 78% of them bring their own tools. Shadow AI is not an exception you have to hunt down. It is the normal state of most organisations that do not yet offer their own AI.
That is not misconduct but a signal: there is demand your official programme is not meeting. The people using it are usually not the difficult ones. They are often your most enterprising employees, who solved a time-consuming task themselves.
A ban does not make the use disappear. It only makes it disappear from view: to the phone, to home, to another account. You lose the one thing shadow AI gives you for free: the signal of where the real need is. And you penalise exactly the people who show the most initiative.
The gain over shadow AI is not primarily time. The early adopters already have that. The gain is the risk removed, visibility and control, and the same gain for everyone instead of a handful of people. What you can measure, you measure; what you estimate, you label as an estimate.
| Item | What you measure | Where it comes from |
|---|---|---|
| Time saved by early adopters | Hours per week per task, with and without AI | Interviews, an anonymous survey, ten to twenty tasks timed |
| Reach | Share of staff using AI, now and after rollout | Survey beforehand, then the AI gate's log |
| Risk | Applications handling customer or personal data outside your control | The inventory of official, informal and hidden use |
| Knowledge retention | Ways of working and instructions now held in private accounts | Interviews with the early adopters |
| Cost | Usage per task, building the AI gate, guidance | Quotes, then the AI gate's log |
The sum is then simple: the time the early adopters already save, for everyone who is not yet taking part, plus the risk that disappears and the knowledge that stays, minus the cost of platform and guidance. Shadow use is your real baseline: it tells you in advance what the switch will return.
A survey of eight minutes at most: which AI tools do you use for your work, including private accounts, for what, and with which data. Anonymity is not optional: without it you get the answer people think they ought to give. Add what the admin environments show and what IT sees in its network reporting. Expect more use than you think, and treat that as good news.
This is task 0.3 in the plan for a larger organisation: the inventory that later grows into the register.
The AI Act asks you to make an effort on your people's AI literacy, and to be able to show it. You cannot do that with tools you do not know about. What the law asks today is set out on the EU AI Act page.
Nobody switches to something slower or more limited than what they already have. The company version wins because it knows more: it knows the customers, the projects, the contracts and the jargon, through the AI gate and within the permissions of whoever is asking. No private account can do that. Start with the team where demand is greatest, let the early adopters help shape it, and measure from day one.
If you put this approach to work and run into a question — or disagree with something — I would like to hear it. A method gets better through challenge.
